Michael Abbott-Jard

Michael is a Registered Professional Engineer of Queensland and qualified Access Consultant with experience across corridor planning, public transport strategy and integrated urban systems. His work focuses on aligning land use, movement networks and infrastructure sequencing within growth environments.


He has led major corridor and passenger transport studies across Queensland and brings strong expertise in spatial structuring, accessibility integration and movement hierarchy definition.

Michael established Modal to integrate planning, engineering and Country-informed responsibility within one practice.

Rina leads governance, procurement strategy, organisational systems and stakeholder engagement at Modal Planning. With a background in psychology and change management, she specialises in aligning institutional processes with project objectives and community outcomes.


She brings experience in procurement coordination, engagement planning and organisational transition, ensuring that projects are supported by clear governance and accountable delivery structures. As a proud Kamilaroi woman, Rina strengthens Modal’s cultural grounding and long-term approach to infrastructure and land use decisions.

Christopher leads spatial intelligence and geographic analysis at Modal Planning. With over 19 years’ experience across government, research and private consultancy environments, he specialises in growth modelling, accessibility analysis and digital spatial systems.


His work underpins evidence-based decision-making across corridor planning, land use integration and infrastructure sequencing. Christopher has led award-winning spatial initiatives including growth forecasting models, disaster dashboards and interactive planning tools, strengthening the interface between data, policy and community outcomes.

Lizel is a Principal Transport Planner with expertise in active transport planning, corridor strategy and local government coordination. Her work focuses on aligning walking, cycling and public transport networks with land use growth and infrastructure sequencing.


She brings strong experience in managing complex planning projects within council environments, translating strategic intent into implementable outcomes. Lizel’s understanding of statutory frameworks, stakeholder coordination and project governance strengthens Modal’s ability to deliver integrated corridor and precinct studies.

Wendy brings over 17 years of experience across state government and private consultancy roles in land use planning, regional transport strategy and stakeholder engagement.


She specialises in aligning transport investment with statutory planning frameworks, growth strategies and policy settings. Her experience managing regional transport plans and major transport studies strengthens Modal’s capacity to bridge local government and state policy contexts.


Wendy’s work ensures that infrastructure planning, land use reform and community engagement are integrated within clear legislative and funding frameworks, supporting coherent long-term regional outcomes.

Noel provides cultural governance and advisory input to ensure that planning decisions are grounded in respect for Country and community continuity.


He brings experience in community leadership and cross-sector engagement, supporting culturally informed decision-making across infrastructure and land use projects. Noel works closely with project teams to embed cultural awareness within planning processes, strengthening long-term relationships between agencies, communities and Country.


His involvement reinforces Modal’s commitment to responsible planning that recognises cultural authority and intergenerational stewardship.
