Environmental Planning

 

At Modal Planning, we understand that growth must be balanced with respect for the environment and culture. Our environmental planning services integrate ecological, land use, and cultural heritage considerations to deliver outcomes that are sustainable, compliant, and respectful.

We provide:

  • Constraints assessments that address Matters of National, State and Local Environmental Significance (MNES, MSES, MLES).
     
  • Vegetation and biodiversity management, including koala habitat and conservation areas, with a focus on minimising vegetation loss.
     
  • Hazard and risk reviews, covering flooding, bushfire, contamination, and other site-based challenges.
     
  • Cultural heritage assessments, guided by First Nations knowledge, engagement, and respect for Traditional Owners’ custodianship.
     
  • Stakeholder engagement, ensuring that environmental and cultural values are understood alongside infrastructure and land use needs.
     

A key part of our work is cultural heritage. As an Indigenous-owned business, we recognise that First Nations peoples bring knowledge and perspectives that cannot be substituted. We work with Traditional Owners and knowledge holders from the earliest stages of planning to ensure their voices guide site selection, land use decisions, and risk assessment. This includes respecting Indigenous Cultural and Intellectual Property (ICIP), ensuring appropriate data governance, and embedding culturally responsive approaches into planning and design.


Our Environmental Planning is led by Wendy Santana. She has led environmental and sustainability assessments across Queensland, ensuring rigour and practical solutions. Together with our cultural heritage partnerships, this allows us to deliver planning outcomes that protect ecological values, respect Country, and create projects that communities can be proud of.

Our Services

 We help clients balance growth with environmental responsibility by assessing biodiversity, hazards, and cultural heritage from the outset. Our team works closely with Traditional Owners to embed First Nations knowledge into planning, ensuring projects are both respectful and sustainable. From vegetation and flooding overlays to heritage and sustainability reviews, we provide practical advice that supports compliance while protecting Country.
